New Feature was added to OpenGov System Settings to enable all file paths. New feature was also added to Export Budget Prep Accounts Details to include the account description in the export file. || SFBP-303

Modified Standard Harris Printing Export Tax Notice so that a discount was only applied to charges and not penalties and interest. || SFTX-2393

Modified Enter/Edit UB Customer Transactions Tab, Enter Single Payment and Enter Multiple Payments to only look at the last bill run with printed bills instead of just the last bill run when determining Past Due Amount. || SFUB-2957
