6.219 - Enable the bill date field and due date field on the Enter/Edit property master screen to allow users to enter a bill date and due date manually

6.218 - Fixed an issue where the transaction code was blank for payment reversals when recalculating the amount on a bill on which a payment had already been made.

Introduction

View and change property amounts, eligible exemptions, assessment detail and assigned levies by property id and tax year. Calculate property tax, make a payment and view a transaction report.

Detail Tab

Property Information

Tax Year- Tax year of the bill

Property ID- property ID of the bill

Additional ID- Additional ID can be used to store map numbers, book and parcel or whatever additional identification that the customer would like to see in this field

Zoning- is used to assign a certain location zone for a property or can be used for actual zoning information(i.e. Residential, Agricultural etc..)

Name- Owner Name for this billing year

Bill Number- Unique bill number for the year

Account Number- Account number for this year

Description- Property description

Additional Description- Additional property description

Mortgage Company- Mortgage company for the property for the year

Property Amounts

Number of Buildings- Number of buildings on property

Value- Total value of buildings

Number of Lots- Total number of lots on property

Value- Total value of lots

Number of Acres- Total number of acres of the property

Deferment Value- Total deferment value of the property

Appeal Assess- If the bill is under appeal this field is visible and displays the calculated under appeal assessment based on the percentage entered in the parameter system file.

Property Transactions

Calculate - Transactions created through this process will have the AddedAsAdjustment flag set to true. If the customer is not a County tax customer (configured on the Tax Collection System Settings), these transactions will be returned on the Tax Adjustment Report.

Calculate Prorated Taxes By...

Percentage- Percentage of calculated transaction amount.

Number of Days- Prorates charges based off of number of days specified.

Omit Penalty- Will omit this bill from penalties.

Omit Printing- Used to specify this bill will be omitted from notice print.

Omit Interest- Will omit this bill from getting an interest charge.

Omit FIFA printing- Used to specify this bill will not be included in FIFA notices and Execution Letters.

Under Appeal- Specifies this bill is under appeal. This only shows up for personal, real, and utility tax types.

Bankruptcy Date- When provided denotes the bill is in bankruptcy.

Partial Payment Agreement- if checked this indicates that this bill is under a partial payment agreement.

Paid in Full Date- date the partial payment agreement was fully paid

Bill Date- date notice was printed

Due Date

Uncollectible

Date uncollectible

Setoff debt

Date of setoff debt - will always be disabled

Last name/ First name - will be enabled if 'Setoff debt' is checked

Interest Paid Date- date interest was applied last

Bill Transaction report button - There is a button you can click on once a bill is selected to pop up the new Bill Transaction Report

Bill Information report button - There is a button you can click on once a bill is selected to pop up the Bill Information Report

Tax Notice report button - When clicked this will bring up the Tax Notices screen used when printing from the report menu with the tax year, due date, bill date, starting and ending bill number fields filled in.

Special Letters report button - When clicked this will bring up the Special Letters screen used when printing from the report menu with the Tax map number checked in the list for the associated property.

Charges- total tax calculated based off of levies

Fixed Services - total calculated fixed services

Exemption- total of exemptions

Deferment- total deferments

Penalty- total penalties

Interest- total interest

Cost- total cost

Adjustments- total adjustments

Payments - total payments

Total Owed- is equal to the the total tax - exemptions and deferments +/- penalty, interest, cost, adjustment and payments


Eligible Exemptions Tab

This tab is visible only if you are tracking eligible exemptions. The flag is set in the Tax Collection System File under Parameters. The user may define all Eligible Exemptions under the Exemption Parameter and then link them to each property by year, by clicking on the plus sign and selecting the appropriate exemption from the drop down. If the exemption becomes inactive, enter the inactive date. You can also add an additional exemption assessment value to any exemption entered here to affect the bill. If the row is pink this means the levy is no longer valid for the bill and if previous calculated will have its value removed and will not be calculated for the bill.


Assessment Detail Tab

Displays the assessed value broken down by Class/Strata. Class/Strata is a way to breakdown the type of property and its use. A standard Class/Strata list will be loaded in the Class/Strata Parameter when you purchase the module. If the information is provided on the digest it will be converted. If your entity does not track this information, you can setup a generic code to use. It will be required when adding late listings/discoveries to the system. Fair Market Value can also be entered and is used in some reports. It is not required.


Assigned Levies Tab

Displays each levy, the millage assigned to each levy and the estimated tax associated with each levy. Levies can be limited to certain districts, subdivisions, zones or tax types.


Fixed Services Tab

Displays all of the fixed services associated with the bill. It is possible some defaults might have been added for a new bill added via Property Master. User can change, add, delete, etc. any fixed services. A fixed service can only be added once per bill. Fixed services will be calculated just like levies and exemptions during the process.

  • Service - Transaction Code that is marked as a Fixed type. This field is required

  • Unit Price - Unit Price used for the calculation of the fixed service. This field is required to have a value greater than zero.

  • Quantity - Quantity used for the calculation of the fixed service. This field is required to have a value greater than zero.

  • Total - Total amount of the fixed service.

  • Calculate when mobile home is homesteaded - When checked if a mobile home is homesteaded this fixed service will still be calculated. Otherwise it will not. This field is only enabled when a tax type is not selected or the tax flag associated with the tax type selected is mobile home.


Notes Tab

Displays and provides ability to enter notes specific to the bill. User can choose a note title and enter a note, an additional note, date and user. Is system denotes that the note was generated by a system process.


Additional Recipients Tab

Displays and provides ability for the user to add an additional recipient. This is also where the New Owner Report will add a recipient. User is only able to add/modify/delete Additional Recipient types. This recipients are used with Special Letters and Tax Notices


Mobile Home Bills

Manufacturer - Manufacturer

Manufacturer ID# - Manufacturer Id number

Model Number - Model number of the mobile home

Title Number - Title number

Park - Mobile home park

Lot Number- Lot Number of the mobile home

Year Model - Model year of the mobile home

Width - Width of the mobile home

Length - Length of the mobile home

New/Used - Is mobile home new or used

Class - Class

Factor - Factor

Purchase Date - Purchase date

Dealer - Dealer

FM Value - Fair Market Value

FMV Additions - Additions to the Fair Market Value

FMV Adjustment - Adjustments to the Fair Market Value

If a mobile home has a tag associated with it this information will be displayed. If a tag has not been associated and the bill is paid in full a button will be visible allowing the user to select an available tag.

Information as to if a prior year tag is found is also displayed and if found the tag number is displayed.

Timber Bills

To setup a new timber bill the following fields need to be entered.

Report Number - Report Number

Seller Name & Address - Name and Address of the seller

Purchaser Name & Address - Name and Address of the purchaser

Date of Sale Date the sale took place

Received By Seller Date the timber was actually received

Date Filed - Date the sale was filed

Date Entered - Date the sale was entered

Price Paid - Cost of the timber

Quarter - Yearly quarter

Sale Type - Owner harvest, Unit Price, or Lump Sum

Acres - How many acres were sold

Changes Prior to Version 6.90

6.87 - A bill can now have the same exemption assigned multiple times.  

6.80 - Fixed an issue when using on demand penalty and interest there was the potential for an error when there was no transactions before the bill date.  

6.78 - Corrected issue when clicking the calculate button for a bill with a large number of levies, exemptions, etc. and the scroll bar not visible and cannot see the bottom row.

6.73 - Heavy Equipment and Intangible tax type calculations have been corrected.  

6.62 - When adjusting a bill which triggers a commission to be removed and reapplied the adjustment uses the current level when calculating the amounts.

6.60 - Corrected issue where the penalty for timber bills was not taking into consideration partial months.

6.58 - Fixed issue for Timber bills where the Same as above check box did not pull the correct information into the Seller fields.

6.55 - Added ability to print the transaction report in summary.  Verbiage in footer has been changed when pending penalty and interest is enabled.  Added ability to choose the date on the transaction report for which pending penalty and interest is calculated. Fixed screen display when calculating a large amount of items and the total in the calculate screen was not being displayed.  On the bill information report corrected a few fields that were not displaying correctly.

6.54 - The assigned levies have ability to be selected by one or more districts, tax types, tax zones, ans subdivisions.

6.53 - Added ability to print bill information (including assigned levies, exemption, assessment detail, and fixes services).  

6.49 - When recalculating a bill after payments have been made and other adjustments completed if needed prior payments will be reversed and reapplied after the bill changes have been processed.  
- Verbiage on Bill Transaction report when on demand penalty and interest is enabled has been updated to clarify content.

6.47 - Timber bill calculation has been corrected.

6.45 - Added the Omit FIFA printing check box to allow for omission of this bill from FIFA and execution letter creation.

6.44 - The ability to add additional recipients to the property tax bill has been added.  

6.37 - Changes have been made in anticipation of on demand penalty and interest.  When  enabled the total tax will include the pending penalty and interest.

6.31 - Location, district, and sub division have been moved to the bill level.
- Fixed issue for timber and intangible type bills where the state information would not save if a state with more than 2 characters was selected.
- Receipt number has been renamed to bill number as this is a more accurate.
- For mobile home based bills related notice information has been removed
- For mobile home based bills assigning of current tag and display/warning of prior year tag has been revamped.

6.29 - Bankruptcy has been moved from the customer level to the bill level.

6.28 - Tab order has been changed in the property amounts section has been changed so flow is better when tabbing through the fields
- The max length of the park field for mobile homes has been expanded to 20.  
- The max length is enforced on the mobile home park and class fields and timber report number during data entry to avoid application errors.
- Fair Market Value can now be entered for each of the class strata assigned to the bill.  Some reports in the future (tax digest, consolidation sheets) will use this value.
- Removal of duplicate message about appraisal not matching assessment details has been removed.
- Fixed issue where changes were saved and detail assessment amounts were changed even when answering no to saving when the appraisal validation message was displayed.
- Enhanced validation for exemption, assessment detail, fixed service, and note entry.
