Introduction
This screen is used to set up tax years in the tax collection module
Explanation
Tax years include installments, so you can have as many tax year parameters for a given year as you want. Also, the millage rates are based on the tax levies. A given year can have multiple different levies. A property’s zone, district, type, subdivision, and tax year determine which millage (tax levy year) is applied to it. The levies can be assigned for all zones, districts or subdivisions, but only for their current year.
This parameter has a plus grid where these levies can be applied to the given tax year parameter.
Tax Year Fields
Name - tax year name
Description - tax year description
Year - tax year
Tax Value % - visible if Use tax percentage is selected in the Tax Collection System File; the default tax value is 40% of the appraised value
Public Utility % - Percentage of total appraisal to be used when determining the appraisal value for a public utility tax type bill.

Execution -
- Cost - determined by the cost of advertising properties that are delinquent divided by the number of properties advertised
- Date
Penalty(manual) - percentage that will be applied to properties that are delinquent
- Percent - 4 decimal percentage
- Date - the date when a property becomes delinquent
- Percent Cap - Caps the penalty based on the original subject to penalty bill amount. A zero value means that there is no cap.
Penalty(On Demand) - percentage that will be applied to properties that are delinquent
- Don't include homestead properties - when doing the on demand calculation of penalty if the bill has an exemption that is marked as Homestead it will be excluded.
- Date - the date from when the penalty schedule goes into affect
- Homestead only penalty exemption - Determines whether a penalty exemption is applied to the bill that has an exemption that is marked as homestead. Ignore means it is never applied, Yes is it is always applied, No means it is only applied when the original bill amount is less than the Homestead only penalty exemption amount value.
- Homestead only penalty exemption amount - This is the value that is used to determine if the penalty exemption is applied and the amount that is used during that calculation
Discount - percentage by which a tax bill is reduced if paid before a certain date
- Percent - Required if discount number of days or discount end date has a value
- No. of Days - Visible for County Tax customers - Required if discount percent has a value
- End Date - Visible for non-County Tax customers - Required if discount percent has a value
- Transaction Code - Required if discount number of days or discount end date has a value
Interest(manual) - percentage that is charged on properties that are delinquent
- Per Diem or Monthly
- Catch up - This checkbox is visible only if the interest method is 'Monthly' and if set will insert individual transactions for each month that the interest is being caught up from the interest date on the tax year or the Last date the interest was applied on.If it not set it will insert only one interest transaction.
- Percent - 4 decimal percentage

Tax Year Levies - This grid is unique for each tax year. The grid contains the relationships between the available tax levies and the selected tax year. The grid contains the following columns, each relating to a column on the TaxLevyYear database table:
- Levy
- Tax Districts - Which districts the selected Levy with the associated millages is applied to
- Total Millage - Total millage used to calculate charges
- Rollback 1 - Discount applied to total millage
- Rollback 2 - Another discount off total millage
- Millage - This is the Total Millage - Rollback 1 - Rollback 2. This is the actual millage that will be used for bill calculations
- Charge Transaction Code - Shortened to Charge Txn
Tax Year Fixed Services - This grid is unique for each tax year. The grid contains the entries for the default fixed services for a new tax notice. To be valid the combination of the fixed service and the tax type must be unique. This allows different amounts to be placed on specific tax types while also having a default if desired.
- Service - Transaction Code that is marked as a Fixed type. This field is required
- Tax Type - This field denotes that this fixed service only pertains to this tax type. If left blank it will be applied to all tax types
- Tax Districts - Which districts the fixed service will be added to.
- Digest Type - This denotes which digest status this fixed service is associated with.
- Unit Price - Unit Price used for the calculation of the fixed service. This field is required to have a value greater than zero.
- Quantity - Quantity used for the calculation of the fixed service. This field is required to have a value greater than zero.
- Total - Total amount of the fixed service.
- Calculate when mobile home is homsteaded - When checked if a mobile home is homesteaded this fixed service will still be calculated. Otherwise it will not. This field is only enabled when a tax type is not selected or the tax flag associated with the tax type selected is mobile home.
Tax Year Penalty Schedule - This grid is unique for each tax year. The grid contains the entries for setting up how a bill associated with the tax year will be penalized when using the on demand setup. This is not visible the you do not have the on demand interface in your licenses and/or have not specified in the system file to calculate on demand. To be a valid setup the combination of the tax type an penalty schedule must be unique. This allows different schedules to be place on specific tax types while also having a default for all if desired.
- Tax Type -This field denote that this penalty schedule only pertains to this tax type. If left blank it will be applied to all tax types.
- Penalty schedule - This is the schedule to use for the specified tax type(s). This field is required.
- Date valid to - This is the date the schedule is valid to. This allows for setup of a schedule where based on when the bill or due date an entirely different schedule can be used.
Tax Year Interest Schedule - This grid is unique for each tax year. The grid contains the entries for setting up how a bill associated with the tax year will have interest applied when using the on demand setup. This is not visible the you do not have the on demand interface in your licenses and/or have not specified in the system file to calculate on demand.
- End Date -This field denote that that to this date the corresponding monthly percent will be used.
- Monthly Percent - Percent to be used up till the end date when calculating the interest.
