Utility Billing

• Modified Utility Billing General Settings and Bill Run Wizard to limit the update of the next transaction number to the Utility Billing module. || SFUB-3143

• Modified Meters Tab to make sure the reading entered for the "customer moving in" was saved for new "pending active" customers. || SFUB-3144

• Modified Enter/Edit UB Customer so that when a new location was added along with a meter reading it would be saved as the last billed reading for the customer. || SFUB-3151
