Recent Changes:  
6.210 - "Next update number" was added to the General tab

6.204 - Removed the "Use transaction code for refunds" and "Default refund transaction code" options from the Payments tab (this will now be the default option)  

6.196 - Changed the 'Post Payments from' under the payments tab to radio buttons.

6.167 - Added "Include property note" checkbox for Standard Harris Printing Export. 

6.127 - New checkbox field called "County tax" has been added. This field will default to false and be used to determine different logic to execute throughout the tax module.

6.121 -  Added an option called Allow Adjustment Transaction in Calculate. This enables the customer to calculate Adjustments using a specified transaction code. The ability to turn this option on/off is only available to  CSI+.

Introduction

This screen allows the user to configure functionality and options available in the tax collection module

Explanation

General tab

Current Tax Year - Determines default tax year on some combo boxes, forms, and queries throughout the Tax Collection module. (Required)

Per Unit Value - Decimal value used to determine tax calculations. Multiplied by Total Millage (found on the Tax Years parameter screen under Tax Year Levies) to determine the "true" millage value used in levy and exemption calculations throughout the Tax Collection module. (Required)

Jurisdiction - Text in field appears on the header portion of the Homestead Exemption Report, preceded by "Jurisdiction: ". If left blank, jurisdiction will not appear on the report.

County tax - Determines if the customer is a city or county tax customer. This checkbox will decide which logic to use for different screens throughout the tax module. One example of a screen that utilizes this field is the Tax Adjustment Report

Next update number

Total charge includes all transactions - When checked, transactions with a transaction code of "Special" will appear where Total Charges is calculated. Example: the "Total Tax" column calculates Total Charges to display in the Property Master Tax Years grid.

Allow adjustment transaction in Calculate (for City Tax only) - only available for CSI+ users

Auto generate receipt numbers - Used on the property master screen to automatically grab the next highest receipt number for the tax year to use for new bills

Enable Tax Value Percentage - Enables the "Tax Value %" field on the Tax Years parameter screen. The value entered on that field

Enable Fixed Rate Services - Enables the selection of the Fixed transaction type on the Transaction Code parameter screen. Also enables the addition of fixed services to a property tax bill by making visible the Fixed Services tab on the Property Master form.

Enable Installments on Tax Years - Enables the "Installments" field on the Tax Years parameter screen. When the value of "Installments" is a number other than one, anywhere installments is calculated the bill total will be divided by the number of installments.

Enable Eligible Exemptions on Tax Bills - Enables the "Eligible Exemptions" tab on the property tax bill detail screen.

Enable Notes on Customers - Enables the "Documents" tab on the Tax Customer form.

Enable Document Management on Properties - Enables the "Document" tab on the Property Master form.

Enable Commissions - Does NOT change anything in Tax Collection as of 5.17 release.

County Information - Module-wide setting containing the county name and assigned county number for the organization. Used in county tax on the Tax Digest Report.

Tax Percentages

  1. Under Appeal Percentage - Percentage of the total assessment to be used when determining the under appeal amount on a property tax bill detail screen. (Required)

Rollback Label Text - Controls the text shown on the Tax Years parameter screen in the Tax Year Levy grid for columns Rollback 1 and Rollback 2. (Required)

Generate notes when - Settings for generating system notes

  1. Print tax notice - generate a note for the bill when the tax notice is printed.
  2. FIFA/Execution Letters - Generates a system note when a letter is printed
  3. Special Letters - Generates a system note when a special letter is printed.

Property Master External Link Configuration - Settings to enable the button to launch a link to an external website.

  1. Type - This is the type of external link. None means the button will not be visible
  2. Button label - This is the text that will be on the button which will be located on the Enter-Edit Property Master
  3. External url - This is the url for which will be used when launching in the web browser

Mobile Home Options

  1. Enable user assignment for decals\tags - When enabled mobile home decal\tags are assigned to users and users can only assign decals\tags assigned to them during the payment process.

Report Options tab

Remit-To Information - Contains the name and title used for remit purposes on a tax notice, execution letter, or FiFa letter/document. This person may exist within the organization, or may be the responsible party for recording incoming tax collections for the organization. (Required)

Alternate Organization Information - A set of address fields that can be selected to appear on tax notices in lieu of the organization's address information. Allows users to send out tax notices with a different address without changing the address defined in Organization Settings.

Report Defaults

  1. Execution Letter - Selects the default report for the execution letter. (Required)
  2. FiFa Letter - Selects the default report for the FiFa letter. (Required)
  3. FiFa Document - Selects the default report for the FiFa document. (Required)
  4. Tax Notice - Selects the default report for the tax notice. (Required)
  5. Include Property Note - This shows only when you select "Standard Harris Printing Export" from the Tax Notice. If this is checked then the property note will be added to the export file.
  6. File Path - Used only when the selected Tax Notice report is a file export. In this case, the field is required.

Tax Notice Options

*Not all of the options are available on all forms

  1. Display Penalty Date 1 - 5 - When checked the associated date will be visible
  2. County levy(*) - This is the levy in the system that is the "County" levy. (option not available on all tax notice forms)
  3. Is a Georgia county notice(*) - When checked this will process additional Georgia county tax data during the tax notice process.
  4. Display sales tax millage selections(*) - When checked the associated controls that are used to calculate the sales tax savings are displayed.

Payments tab

Post Payments from - If Tax Collection is selected, transactions will be posted to ledger from the current module, Tax Collection. If Cash Collections is selected, transactions will be posted to ledger from the Cash Collections module instead. Note: At least one of them must be selected.

Enable deferred revenue on Transactions - Checking this box will open up additional fields for a payment transaction code on the tax Transaction Code parameter screen, allowing the user to add deferred revenue debit and credit accounts to a payment transaction code.

Distribute payments

Weighted distribution - When a payment is less than the total charge amount, payment distributes by weight of charge amounts. The payment pays a portion of each charge in a priority group. Transaction codes must be set up in such a way that many transactions have the same priority for weighted distribution to occur. This option is only available for distributing customers that order by priority then date.

Track overpayments separately - Selecting this is only possible if distribute payments is selected. A transaction code to use as the overpayment code is required if this option is selected. If a payment for an account has remaining value, and no charges remain for that account, the remaining value will become a transaction with a transaction code of the overpayment code.

Order Charges by - Two options exist: "Transaction date then payment priority" and "Payment priority then transaction date." Selecting the first option orders an account's charges by oldest date first, ascending to the latest charge. Choosing the second option orders charges by the payment priority chosen on the transaction code parameter screen, starting with zero and ascending in integer order.

Default receipt type - The receipt type chosen will be chosen by default on any new individual payments that are taken in. More information can be found about receipt types on their parameter page.

** Notes to display during payment - When making a payment the property and bill notes could be displayed based on the options. There is an option for property and bill notes as well as which note(s) are displayed with choices of the note, additional note, and both.

Penalty & Interest tab

Penalty & interest calculation - Only available if interface for on demand penalty and interest is enabled. Provides user ability to specify if the system will calculate Manual(as before) or On Demand.

Penalty

Calculate penalty on original bill amount - When selected, the penalty is calculated based on the original tax bill amount instead of the current amount owed. (When manual or not on demand this is used in the Delinquent Tax Report when calculating penalty values.)

Exempt partial payment agreement - This is visible and only used when On Demand calculation is used. This will not include bills that have an agreement set up as long as the paid by date is later than the delinquent date.

Enter minimum amount to be checked(subject to penalty) - Used only when on demand. This is the minimum amount required for penalty to be calculated for charges, etc. subject to penalty.

Calculation method - Used for on demand. This is the method for which penalty calculation will be used. Tax year penalty percent uses the schedule setup in the tax year. Amount is a flat amount. When amount is selected an amount field will be visible for entry.

Minimum penalty amount - Used for on demand. This is the minimum penalty amount that will be charged.

Interest

Calculate interest on original bill amount - Used in the Interest Tax Report when calculating interest values. When selected, the interest is calculated based on all transactions tied to the bill that are subject to penalty and reduces based on exemptions but not including payments. If not chekced it still takes a sum of all transactions tied to bill that are subject to penalty but then reduces by exemptions and payments to come up with a balance.

Enter minimum amount to be checked(subject to interest) - Used only when on demand. This is the minimum amount required for interest to be calculated for charges, etc. subject to interest.

Minimum interest amount - Used for on demand. This is the minimum interest amount that will be charged.

Minimum amount is reoccurring - Used for on demand. This determines if the minimum interest amount is reoccurring or not.

Month calculation method - Used for on demand. This determines how the number of months interest is calculated. Choices are Standard End of Month and Georgia County Tax

Changes Prior to Version 6.120

6.114 - Added mobile home options.  

6.111 - Fixed a bug that would validate the "File Path" field on the "Report Options" tab even if there hadn't been a change to it. 

6.105 - Changed the logic to uncheck "Calculate penalty on original bill amount" and "Calculate interest on original bill amount" "Penalty & Interest" tab in General Settings when the a license doesn't contain the option for on demand penalty and interest calculations.

6.99 - Fixed issue where for tax if the payment was actually a reduction of the charge it was attempting to break it up instead of applying it against the charge in whole when using the weighted distribution option.
